This decision changes the total number of refugees allowed into the U.S. for this budget year—which runs until September 30. The limit went from a record low of 7,500 up to 17,500 people.

The official document states that white South Africans of Afrikaner background (people of European descent) face an emergency. The Trump administration explained the new policy by blaming the South African government and political parties for the "incitement of racially motivated violence"

The White House paper did not give any specific examples of the South African government actually starting or encouraging this violence.

President Trump stopped all refugees from around the world from coming to the U.S. when he took office in January 2025. But just a few weeks later, his administration started a special program only for white South Africans.

This program helps white refugees while turning away thousands of other people who need help from Africa, Asia, and other regions. Experts say this action goes against standard global rules for protecting refugees.

Government numbers show a huge change. This year, the U.S. let in only three refugees from other countries, but it already brought in 6,000 white South Africans by the end of April.

South Africa Denies Claims

The South African government strongly rejects the idea that white citizens face danger or unfair treatment.

Chrispin Phiri, speaking for South Africa's foreign ministry, sent a statement to Reuters:

"The assertion that white Afrikaners, in particular, endure systemic persecution is entirely without foundation,"

A spokesperson for the U.S. State Department declined to confirm the 10,000-person increase. However, the spokesperson did say that this program is a top priority for Trump, and noted that the president has the final power to decide how many refugees can enter the country.
