UNHCR Denounces Deadly Attacks On Ukraine Aid Operations As Civilian Deaths Rise
Russian missile strike has destroyed more than $1 million in humanitarian aid at a UNHCR warehouse in Dnipro on May 20, as the Refugee Agency warns of the rise in civilian deaths, injuries and displacement across Ukraine, according to United Nations High Commissioner for Refugees report released on Friday.
The attack marks the first time a UNHCR facility has been directly hit since the full-scale invasion began five years ago.
The strike killed at least two people and destroyed 900 pallets of basic aid and shelter materials intended for frontline regions.
The silo destruction comes amid a wider surge in violence.
According to the Human Rights Monitoring Mission in Ukraine (HRMMU), at least 815 civilians were killed and 4,174 injured in the first four months of 2026. This is a 21 per cent increase compared to the same period last year.
UNHCR expressed its outrage on yesterday, stating that the incident “not only deprived people of critical assistance but also undermines the humanitarian response at a time when needs have never been greater.”
The agency noted that the airstrikes have battered the country this week, hitting the Sumy and Chernihiv regions in north of the country.
Last weekend, attacks on Odesa and Dnipro killed dozens, while a recent strike on a Kyiv residential building claimed at least 25 lives.
The violence is forcing thousands to flee.
Since the start of 2026, nearly 47,000 people have passed through UNHCR-supported transit centers. The agency believes the true number of displaced people is much higher, as many families flee without seeking formal support.
Last week, as report showed, two marked UN convoys were hit by drones in the Dnipropetrovsk and Kherson regions. One truck driver is currently recovering from injuries and another one on the way to Ostriv, one of the hardest hit areas in Kherson region, miraculously without injuries.
“The repeated attacks against humanitarians on duty are a clear violation of international law,” the condemned the actions.
Despite the growing danger, UNHCR and its partners continue to provide emergency shelter, cash assistance, and psychosocial support to war-affected families, the stated in the report.
The agency issued a reminder to the fighting parties, stating: “Civilians and humanitarians must never be targets.”
