Speaking at the Second International Migration Review Forum (IMRF) on Friday, May 8, Ambassador Martin Ngoga, Rwanda’s Permanent Representative, emphasized that migration is central to the nation's long-term strategy.

"Rwanda considers migration as a structural reality that, when well governed, contributes to economic growth, skills development and sustainable development," Amb. Ngoga stated.

As a "Champion Country" for the Global Compact for Migration (GCM), Rwanda has integrated migration governance directly into its National Strategy for Transformation (NST II).

This approach includes modernizing institutional systems and expanding regular migration pathways through Skills Mobility Partnerships and ethical recruitment.

Amb. Ngoga credited the leadership of the President of the General Assembly and the co-facilitators from Kenya and Luxembourg for their roles in the Progress Declaration.

He noted that for Rwanda, the GCM is an "operational framework that must deliver measurable results."

The Ambassador highlighted Rwanda's active role in international burden-sharing, specifically mentioning the country’s hospitality toward refugees and asylum seekers.

Rwanda’s humanitarian action includes providing education for Afghan girls and supporting Sudanese medical students to preserve critical human capital. Furthermore, in partnership with the IOM and UNHCR, the country has evacuated nearly 3,000 vulnerable migrants from Libya through the Emergency Transit Mechanism (ETM), a move Amb. Ngoga cited as evidence that international responsibility-sharing delivers concrete outcomes.

Amb. Ngoga stressed that migration governance must be grounded in "cooperation, evidence-based policy and respect for human dignity." He signaled Rwanda's readiness to continue leading by example on the global stage.

"Rwanda reaffirms its unwavering commitment to advancing safe, orderly, and regular migration, and stands ready to work with all partners to ensure migration remains a force for good," he said.
