RDF Officers Trained to Put IHL at the Heart of Military Operations
Rwanda Defence Force (RDF) officers from various units took part in a one-day seminar in Kigali on International Humanitarian Law (IHL) Wednesday, July 22, with military leaders and the International Committee of the Red Cross (ICRC) urging the force to place civilian protection and lawful conduct at the centre of military operations.
The seminar, held today at Lemigo Hotel, was organized by the ICRC to strengthen officers’ understanding of how IHL guides military operations, including the conduct of hostilities, operational planning, decision-making, and the protection of civilians during armed conflict.
It was officially opened by Lt Col Simon Kabera, Deputy Defence Spokesperson, and the ICRC Head of Mission in Rwanda, Ms. Aurelie Grange.
The training focused on the practical application of key IHL principles, including distinction, proportionality and precautions.
It also encouraged officers to integrate IHL into operational planning and decision-making to help protect civilians and reduce the impact of armed conflict.
In his opening remarks, Lt Col Kabera thanked the ICRC for its continued partnership with the Ministry of Defence and the RDF.
He emphasized that integrating IHL into military planning enables commanders to make sound operational decisions while fulfilling their legal obligations, and encouraged participants to strengthen their understanding through the exchange of experiences.
Grange commended the longstanding partnership between the ICRC, the Ministry of Defence and the RDF, saying the collaboration has contributed significantly to promoting respect for IHL within the force.
Lt Col Kabera also stressed that continuous professional training is essential to maintaining a disciplined and professional force operating in line with international standards.
He urged the officers to apply and share the knowledge gained, emphasizing that respect for IHL contributes to mission success, protects human dignity and strengthens the RDF’s reputation as a professional force committed to lawful military conduct.
